It is water paint. I made it. You can download it from the Exchange section if you'd like to give it a try. It's great for making swimmable lakes.

Been building again for the first time in ages. Here's a sneak preview. Nowhere near finished as I want to do something more interesting with the garden and I haven't furnished it yet.
